Why can’t he do that run every night and just disarm any evildoers who are holding firearms or weapons? It would take him 2 seconds. He could have the rest of the night off.

Okay, The FLASH has super speed right? But how does he visually take in what he sees? If you drove by someone on the side of the road at 10 miles per hour you could probably identify the person. But what if you drove by at a 100 miles per hour? You're moving to fast to "see" who it is.
