Detective shows, too. Perhaps it's just a trope of the genre and dramatic since people often fall from the tops of buildings.
Upon further reflection, filming on a rooftop is probably cheaper to produce. After all, there's no gawking people in the background. There's also no traffic to be roped off, which must cost more than only seeing L.A.'s putridly-smoggy skies in the distance.
