This can either be reduced to a trivial truism (physics) or interpreted as a statement of some vacuous belief in an underlying benevolence to events (metaphysics). The glib way this phrase is routinely muttered and assented to really irritates me. I think I'll start calling this kind of thing a "STOP THINKING NOW!" phrase.
