I remember lots of laughter at the cinema at parts that weren't supposed to be funny; Paris getting blown to bits, some kid outside a big Coke sign (i think), and a couple of other bits.
With your huge Bay fan enthusiasm notwithstanding, I do agree with 13 Hrs. For me, it's by far his best, most accomplished film and was done in a straightforward, no frills style. Solid movie.

Form is always content. Otherwise, film wouldn't have anything to offer that books don't.
This is a key point. Even to this day, so many people write about movies as though they are a low form of literature. Films are more of a performing art than a literary one.
