Maybe too early for April. But Warner has just announced a new Supergirl (84) Blu-Ray for July. Would not be surprised if this means finally the ultimate release of Goldsmith's score by LLL.

Not really, depends on the specific details of the Silva Screen contract.
Could be money issue, or it could be related specifically to LP distribution vs. CD.
Could be almost anything.
Remember Varese also released this too. So I wouldn't be so sure it means only Silva can release future versions.
I have no doubt there has been complicated issues with Supergirl. But now with the Blu-Ray finally coming, it might mean doors are opening up.
It should be noted that Varese released their version before Silva negotiated their license, and put out their (excellent, IMHO) expansion.
Beyond that, it's speculation as to who/when/if Supergirl can be revisited.

The Birds? has NO music in the film as it was all soundscapes, unless they've found the unreleased masters or is it a re-recording of sounds! Oskar Sala & Remi Gassmann are prime candidates for their use of the early synth - the Trautonium for this score!

I have heard from a reliable source that they will re-score Derek Jarman's "Blue" with the score for "The Birds" and release it as an extended cut with a running time of 240 minutes

I don't think its coincidence Silva has no rights and the first Blu-Ray is coming soon from Warner.
