And Mike_J enters from left field with his surprise choice! There are many filmmakers who are superb action directors, though they are nothing without the assistance of their stunt team and editors, or 2nd unit photogrpahy unit. There are many who simply blow George Miller, Gareth Evans, and James Cameron out of the water. As mentioned, Kurosawa really brought the Action film to the forefront of genre with his epics like Yojimbo and Seven Samurai. Let us not forget the supreme talents of John Frankenheimer, Sam Peckinpah, William Friedkin, Tony Scott, John McTiernan, and Michael Mann. Even Mel Gibson shows tremendous verisimilitude in his action scenes, of which his Apocalypto truly shines. Also consider the great Bond directors of the past, like Peter Hunt. Hunt brought his great knowledge of editing and pacing to create the truly thrilling and hard-hitting action sequences found in his 007 masterpiece On Her Majesty's Secret Service. And John Woo. JOHN WOO! Peckinpah's Hong Kong wildman brother! https://www.youtube.com/watch?v=T-IawCX_Y4s
