I'll bet this was material that ITC was discarding, because storage costs money, or at least occupies space that could be used for something else. And the film editor would save these reels by taking them to his car rather than the dumpster.
It almost reminds me of Gene Roddenberry wheeling up to the studio storage building in a truck, and making off with the 35mm work prints and trims of Star Trek. He did it so Majel could sell clips by mail order, but the long-term effect was that he saved the clapper boards and deleted scenes from certain destruction.

Oh, man! I remember buying those film clips back in the day. I didn't know they were sold by the Roddenberry's themselves. Sadly I don't have them anymore.
