This sounds like another winner from Keep Moving Records (it's on its way to me in the post). Another thriller/drama set in Leningrad during the war. It's the premiere score by Anton Lubchenko and is a traditional, orchestral score featuring a waltz-like theme as its principal idea. The whole film is available on YouTube, but unless you know your Russian, you'll have to follow the story visually. The first score track appears around the 4 minute mark..
These fantastic KMR releases seem to attract the same 5 or 6 FSMers time and again, posts-wise. To all the people bemoaning the sorry state of modern midi programmed generic scores, generally forced to follow the same boring, basic template, the style and level of writing on most of these scores harken back to the glorious days of the 60s, 70s and 80s, when film scores had a smell and style all of their own.
I have bought nearly all their CDs and can say that I don't think a single one could be called shit. They've all been enjoyable. Granted some more than others but it's a good track record.
