Rose's theme wasn't the big deal for me. And Luke's exile material - if you mean the AHCH-TO theme, yes that was very good! But ist was not new! It appears at the end of Ep.7 first! Therefore, from a musical point of view, the score of Ep.8 was only a continuation of the good themes of Ep.7.
That not the theme his talking about. He's talking about "Luke's Exile" music heard in Rebellion Reborn.
There's also a brand new theme for Holdo. 1:34 into the track below.
If all themes are represented, I wonder how Across The Stars would fit into the storyline. Yes and the return of the Jar Jar Binks theme means … I thought the guy was okay, but of course I know that some people see it differently … Not to forget the Ewoks theme and others ...

This is all solid music, but not really important and spectacular themes.
This can be seen in the fact that these "micro"-themes appear somewhere in the middle of a track; but aren't so good that they get a standalone track, such as: "Rey's Theme" or "March of the Resistance" in Ep.7.
Such striking themes are missing in Ep.8, because musically it is only THE FORCE AWAKENS - Part 2.
Addendum: Or another way to assess the quality of the themes: Does anyone think that these "mikro"-themes will ever make it into a Best-Of/Essential-Themes Collection on CD?

As for Across the Stars, the film is called Rise of Skywalker. Everyone thinks about Luke, but it could very well mean the return of Anakin. Hayden Christensen to the rescue!

Fine, but that's not the argument you made. You said The Last Jedi was only a continuation of the themes from The Force Awakens, which is incorrect.

It's a concert suite of the two themes that make up The Rebellion Reborn.

This is incorrect.
