Data was never property of Starfleet.
He joined Starfleet--and there is no documentation to support that Data's construction was funded by Starfleet.
So Maddox never had a prayer of winning that court case.

I might've gotten more of a howl of outrage 20 years ago when even the mainstream magazines, in one of the few instances they were aware that "soundtracks" could consist of more than the 100th use of "Sweet Home Alabama" or "I Can't Get No Satisfaction", were raving for Rings.
