Yes, it should be "bow people". The characters are the outcasts and criminals who hole up in the bow of the ship and stage raids on the more law-abiding members of the population to get what they need.
It's possibly an original spelling error on the cue sheet?, not unlike when the H for Hatch was transcribed as a M for Match (and I've seen people write their H's and M's very similar) on the ESCAPE TO VICTORY CD release.

I suspect the cue names were invented by BSX, not taken from composer cue sheets, unless the booklet says differently.
I suppose that's one good thing about it being a CD-R on demand product: correcting the typo should be an easy fix!
