I live in Australia and am wondering.... 1) Am I able to buy from Vudu or am I restricted geographically, as I am with Amazon and 2) If I can purchase, am I able to download my purchase to my hard drive and then burn to DVD?
I am not there but I cannot see why your Amazon account would stop you. I have accounts with Amazon, VUDU, Netflix etc and it does not cause me problems.
It depends on the kind of DVR you have, most of them save the downloaded content on the internal drive, and you can back it up to an external hard-drive connected to a USB port on the back. At least that is what my TIVO does.

Hello, I am in Australia and every single download service such as Net Flix, Hulu, Amazon etc. based in the U.S. requires you to be there to use their services. You can try with Vudu and see but I doubt it will work if it is based in the U.S.
