The producers and so on tend to get their way, the composer is often given short shrift. Maybe in the case of Powder, it's because Salva was an inexperienced director. Or maybe he wans't, I'd have to check the all-knowing, all seeing imdb.
It certainly is a rariity. If you're bringing in a composer (or any other filmmaker) with decades of experience it's normally wise to listen to them. It's strange though that Goldsmith is portayed as being almost bullyish here, since many other directors praise what a collaborative artist he was (don't mention Ridley Scott!)

Maybe Jerry mentioned his work on Powder in Carrie's unpublished biography? Wonder if he did ever talk about the film in an interview...
