Actually, this was discussed quite extensively about a year ago. It's a great score, like almost all Japanese Taiga TV shows are, and was certainly one of my favourites last year.
As much as Kanno borrows from classical music in her previous works, Naotora is actually pretty clean and worth checking out for fans of old-fashioned scoring. I'd say the style is heavily influenced by Williams as well.
There are actually no references to Mahler to be found. There's a bit of Swan Lake, but the rest sounds original and authentic.
