According to the description -

"These CDs are from the production environment and as such are a mix of demo material from management, dubs from the studio, FYC discs and so on."

Note the CD-Rs titled "RE: HORSE WHISPERER" and "RE: ENEMY OF THE STATE"

Those were undoubtedly sent in by Basil's talent agency to pitch him as the composer for those films.

Kinda interesting to see he was up for those projects, and in the case of Horse Whisperer, what cues they selected to pitch him.

Nah, he may not have been up for them, rather the agency was just sending out demos to try and get their composers on their roaster work.

I wonder what that mystery untitled cues with only dashes, is.

I'm sure they sent in a bunch of composers. Whether Basil was seriously considered we'll never know.

I disagree. Rabin and HGW were great choices for EOTS. I really can't see Tony Scott and Jerry Bruckheimer going for Poledouris for this. Zimmer was the first composer on the film but I think he left the project after a scheduling conflict.

No shit, man. I was just saying it would have been cool if he would have done the score. Regardless of whatever First Breath says, the film’s score is total dogshit.
