What version of Firefox are you currently on? As of version 57, a lot changed as there was a major re-engineering of the way add-ons work. If you don't use add-ons, then your major issues would purely be with the design changes.
I use what they call the ESR (Extended Support Release) version, as that doesn't get disrupted as often as the main release.

If you go with it, make sure you choose a folder suitable to your computer and geographic location (I'm on Linux, 64 bit, UK, so use a different one to a Windows user in the US).
The most current version is 61.0.2

I keep getting popup messages at the top and bottom of my screen telling me that Firefox is starting slow or a web page is slow.
I'm thinking of refreshing Firefox to solve these problems. I did this many years ago, and I think it may have caused some problems.
Does refreshing Firefox cause problems or is my memory incorrect?
I've never seen this before. I've gotten messages that say script or portions of a page are not working right, but even those are mostly on the mobile version.
Make sure you are updated to the latest version. If you go to HELP, and click ABOUT, you will see a button to upgrade in place (all your bookmarks and applicable settings will remain the same). That should take you to ver 61.0.2. If you have an especially old version of FF, you will have to do this several times, as FF will upgrade you in steps.
Tell us what happens.

After I originally posted this, I got a Firefox update so I waited to see if the update helped, but the original problems continue:
1. At the top of the screen: "A page is slowing down your browser. What do you want to do?"
2. At the bottom of the screen: "Mozilla Firefox seems slow to start. Learn how to speed it up"......that is, refresh Firefox.
Any suggestions?
Do you have home pages set to load up when you start Firefox? If so, as an experiment to see what happens, try removing all home pages, and set your browser to 'about:blank' as a home page. This means Firefox will start with no web sites trying to load up.
Then, go to each of your home pages, one at a time, and see if they load. If there's one causing trouble, hopefully this will help identify it.

I had the exact problem, with a Google site (Google News).
I fixed it just two weeks ago, but am damned if I can find the site where I found the solution. (The solution is very simple. It involves toggling something in Firefox's "registry", which you find when entering about:config in the address bar. I just can't remember what I changed, and when trying to find the site again, I see a whole lot of guesswork and suggestions but no simple solution, and I was too stupid to bookmark the site).
By the way, all Firefox users need to backup their stuff. Go here and get version 1.51 - NOT the beta, since the developer quit updating the program. It works with Thunderbird too. And it's free with no nagware of any kind. It's a quick and easy "lifesaver", been using it for years.
I rely on it so much that it's probably why I didn't bookmark the solution, since the fix is backed up.

"A script on this page may be busy, or it may have stopped responding."
If so, try this:

Letting the script run longer
If you find that pressing the Continue button brings up the same dialog again, letting the script run longer won't help you; it will just make Firefox hang for longer. However, if you can use Firefox normally after pressing Continue, then the script may just needs extra time to complete.
To tell Firefox to let the script run longer:
In the address bar, type about:config and press Enter.
The about:config "This might void your warranty!" warning page may appear. Click I accept the risk! to continue to the about:config page.
In the about:config page, search for the preference dom.max_script_run_time, and double-click on it.
In the Enter integer value prompt, type 20.
Press OK.
With scripts now allowed to run for longer times, you may no longer receive the prompt.
If you still receive the prompt (or if you want to see it again), you should set that preference back to the default value.
In the address bar, type about:config and press Enter.
The about:config "This might void your warranty!" warning page may appear. Click I accept the risk! to continue to the about:config page.
In the about:config page, search for the preference dom.max_script_run_time.
Right-click on it and choose Reset.

So, my original question: are there any negatives associated with refreshing Firefox?
If not, I will try refreshing Firefox. If that doesn't work, I will try your suggestion about letting the script run longer.
If you "refresh", you'll lose any themes and/or extensions you may have, plus lose any user settings. Kinda like what happens every time there's a new Firefox update. 
Try that setting which I recommended first. It's the easier route, and if it doesn't work for you, then Refresh.
By the way, is there any particular page where this happens?
