My guess is that the producers were eager for that same BEVERLY HILLS COP magic (and their film had some of the same elements: SNL star wisecracking through a mystery), so Scott's out and Faltermeyer's in.
A noir score, you say? If it's half as entertaining as his unused NEIGHBORS score, I wouldn't mind a release.
