From what piece is the background music? So delightful.

most likely library production music, found under "humor" and whatever instrumental style you'd call it.

I can't identify it, but the moment it started I would swear it was some sort of bizarro Slavic version of the theme from the animated version of "The Tick".
I loved that show and the theme was amazing--a homage to the old Jonny Quest theme.
