Here's some composers that I own, which I just cross-checked against SoundtrackCollector. I just went through my database and counted CDs where I only had one or two per composer, and looked to see what else they had available.
This list includes quite a few from the MovieScoreMedia label. I guess labels like that are going to release scores by "unknowns" because they're cheaper to licence? But they're still great scores.

Clifton Parker. FSM released the Damn The Defiant! album, & there was a newly recorded compilation of his scores, but that's it. Raymond Leppard, he only composed a couple of scores. The main one, Alfred The Great has only had a boot CD release of the album. Charles Gross, his western score, Valdez Is Coming is a favourite of mine, but I'm not sure if he's had any soundtrack CD releases.
I'd also like to add Merrill Jenson and Colin Towns to this list. Both have written plenty and plenty of big orchestral scores but seem to have zero interest in having them released on CD - At least that's true of Towns, who more or less said as such in an email correspondence I had with him when inquiring about RAWHEAD REX.
As someone else said, would also love to have Farnon's SHALAKO, if only for that amazing main title.

The VERY cheesy movie is worth watching just for his score. There are a ton of highlights outside of that end title suite. A few more mins. worth of it can be heard here:
It's a very accomplished, thematic and expensive-sounding endeavor for a made-for-video affair. Unlike Fist of the North Star, it's entirely orchestral, though the choir is definitely synth (but used sparingly, thankfully).

A few Jenson scores are/were available: Emma Smith: My Story, a compilation Merrill Jenson: Encore, Legacy (which is a wonderful Americana/western score), Trail of Hope, and American Prophet. Windwalker was never released to CD, alas.
I would also add me! I´ve done many short movies and some TV music, and not a single official release has seen the daylight. Then again, in Finland, if you have a chance to score a feature, it still doesn´t mean you got your music out. Unless you´re Panu Aaltio or Tuomas Kantelinen.
