No permission is needed for the site, but if it's good and the composer sees it, you may get his blessing and even help. Generally speaking, uploading any music without permision of the respective copyright holder is unlawful (I don't know the law precisely, but there might be exceptions). But many composers, known and totally obscure, do it anyway. Some will use excerpts, some wiull put full cues, but pretty much never the full score. If you follow that and put a note (to the best of your effort) of who the rights belong to, you should be left alone. Make sure you don't share that music with people, even if behind the scenes. Also be careful of copyrighted images and content from other places (like biographies). Who is it? If he's still alive, I can try finding a way to get to him and let him (or her) know.
