Just noticed the riff from the James Bond theme from this John Gluck, Wally Gold and Herb Weiner song sung by Lesley Gore. Both written in 1962. Lawsuit pending

If you're talking about the chromatic half notes at 1:18 or so, that technique is very common when a minor chord is held for a length of time, Check out Artie Shaw's "Nightmare". It has the same ascending/descending tones except in quarter notes. That was written way before the Bond theme.
