They are ignoring Williams, at least one of his efforts so I wouldn't take the list seriously. Haven't heard Phantom Thread, but I would be surprised if Desplat's Shape of Water is better than Star Wars: The Last Jedi and frankly probably even The Post.

How are they ignoring Williams when neither they nor we have had the chance to hear any of his two efforts this year? I'm presuming they operate with deadlines that prevent them from deciding this at the end of December.
I've seen Phantom Thread which has a very "old fashioned" wall to wall score. And a very emphatic one at that. I immediately thought of Frank Skinner's scores to Douglas Sirk's films. To contemporary ears, it may sound like too much. During the end credits, I heard a few people hissing when Jonny Greenwood's score credit came up. However, like There Will Be Blood, there is a lot of non original music incorporated in the film's underscore which may, like There Will Be Blood, turn off the music branch's Academy members.
Greenwood with his rock background inevitably appeals to the tin-eared fashionistas of the LA Film Critics. (Though I admit I've not heard his score and it might well be brilliant.) If Mick Jagger ever became a film composer he'd be showered with more awards in three years than Goldsmith won in a lifetime.
Desplat's score for SHAPE OF WATER is reportedly superb and I'm inclined to believe it. Based on Williams's FORCE AWAKENS score, I doubt LAST JEDI will be any better.

Jonny Greenwood may be mostly famous for his Radiohead gig, but he has a wholly classical background and education, having written several concert works. I don't think Mick Jagger can say the same.

Why not wait a few more weeks before doing this... it does not sound very intelligent to set deadlines (for whatever reason) to not include the very end of the year, especially not when it is just a matter of like 3 weeks. Unless I am missing something here. That was what I was trying to say. It always baffles me why people with various end-of-the year list can't wait a few weeks, especially when it is apparent that there are top contenders out there still to go.
First, the critics have seen all of the year end releases by now as the press junkets are usually done way early so the cast and crew who do them are off for the holidays.
Second, just because the motion picture academy has rules about pre-existing music, doesn't mean that the critics group does. And I seem to remember reading somewhere that Greenwood's score to THE PHANTOM THREAD was completely original.

All these good things being said, there is nonetheless no individual contribution to the film's character and impact more important than Jonny Greenwood's music. Creating his fourth soundtrack for Anderson, Greenwood has crafted a gorgeously melodious, piano-dominated score that would have been right at home as part of a black-and-white late-1940s romantic melodrama. Remarkably, however, there's not a trace of retro or campiness to it, as it swoops right in to instantly transport you back to the era and create a mood of turbulent feelings and amorous expectation. As with the film itself, it leaves you wondering: "Where on Earth did this come from?"
