Over the span of three Star Wars movies they go from "Return of the Jedi" to "The Last Jedi"? That's a display of really poor corporate Jedi management skills. As a stockholder in the franchise, I am NOT HAPPY.

Took me a while over the years, Jim, but love that Carmine Infantino art! I thought the title sounded familiar.
You're near the Infantino era, but the cover is by Walt Simonson, who had a stellar run on the book, too.
(And I always did like that blocky Infantino art, though many did not)
You are right of course - I can see that now that I look closer. But that Imperial Lady is definitely Infantino, or a copy, or at the very least an influence - which is what caught my eye.
I never had any trouble loving Simonson's art. 
Tom Palmer was Simonson's inker, and while he is a great talent, I feel that his inks often dominate the penciller's work. 
The Comic Book Database--yes, there thankfully is such a thing--does not credit Infantino with art on 49's cover, but you're right, the Imperial officer chick does resemble an "Infantino Girl."
Yes, "The Last Jedi" was definitely a transitional issue in Marvel's Star Wars run.

Hmm, I'll have to look at that more closely, I always loved that inking, may be missing something about what it's doing to Simonson's art. (Reminds me of Terry Austin inking John Byrne, my favorite combo for Byrne, but maybe could make the same argument.)
I love having a parallel conversation on a thread like this, that, um, actually doesn't have anything to do with this thread. Carry on!

The work Palmer did on John Buscema's 1980s Avengers pencils always reminds me of Palmer's contemporaneous inks on Marvel's Star Wars. The former is so firmly ingrained in my memory that I always think "Star Wars" whenever I see it. Of course, everyone here only thinks Star Wars.
