I could be wrong, but it would have to be the studio now.
Anybody else who are giving approvals, I imagine would be before the final approval of the studio. why present the kit & caboodle for approval if some actor or actress hasn't given their approval yet? If they decline, it would mean re-doing things and seeking approval yet again from the studio.
